Project Background

GIZ Nigeria, in collaboration with the Spanish Cooperation (AECID), is implementing a regional project aimed at strengthening communication integrity and digital governance frameworks across ECOWAS countries. The project is co-financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union. It runs from 2024 to 2026 with a budget of EUR 14.9 million.

The project’s goal is to enhance the strategic communication and digital resilience capacities of ECOWAS institutions, civil society, and media organizations in West Africa.

Job Summary

The Advisor will provide high-level technical and policy support to regional stakeholders. The role focuses on enhancing ECOWAS capacities in digital governance, combating disinformation, and improving institutional communication strategies. The position also supports coordination between regional and national actors on emerging digital challenges, including artificial intelligence, platform regulation, and inclusive information ecosystems.

Key Responsibilities

  • Design and implement regional strategies for countering disinformation, online and offline.

  • Build the capacity of ECOWAS institutions, national governments, civil society, and media on communication and digital policy issues.

  • Lead advisory efforts on AI governance, algorithm transparency, platform moderation, and digital rights.

  • Develop and facilitate inclusive, gender-sensitive policy dialogues and stakeholder platforms.

  • Monitor emerging trends in digital governance, especially in relation to AI and online safety.

  • Prepare technical briefs, strategy papers, talking points, and reports for internal and external stakeholders.

  • Oversee consultants, contractors, and partners engaged in technical implementation.

  • Contribute to project documentation, visibility, and reporting.

  • Ensure compliance with donor regulations and internal quality standards.

Required Qualifications

Education:

  • Master’s degree or higher in Political Science, International Relations, Media Studies, Law, Digital Policy, Innovation, or other relevant social science fields.

Professional Experience:

  • Minimum of 5 years of relevant experience in strategic communication or digital governance.

  • At least 2 years working with regional institutions, civil society, or media stakeholders in West Africa.

  • Experience developing regional or national policy on disinformation, platform regulation, or digital rights.

  • Familiarity with ECOWAS structures and mandates is an advantage.

  • Experience with multi-stakeholder processes, public policy dialogue, and governance projects.

Skills:

  • Strong analytical and research capabilities.

  • Excellent communication, editing, and documentation skills.

  • Proficiency in organizing high-level workshops and managing technical deliverables.

  • Fluency in at least two of ECOWAS’s official languages (English, French, Portuguese) is required.

  • Cultural sensitivity, gender responsiveness, and strong teamwork abilities are essential.
